Expert inspection

Safety and quality of performance of any operation are directly related to the condition of the equipment that is involved in this process. And if not only the terms of the task execution, but also human health and life depend on the equipment, then you cannot get by without professional operators. Lifting equipment just fits this description, and therefore it must be inspected within the terms established by the manufacturer and the requirements of Rostechnadzor.

An expert examination is required if:

the service life indicated in the data sheet has expired;

defects are detected;

a request has been received fr om the regulatory authorities;

the ownership of the company has changed, and the company begins to carry out work of increased danger;

emergencies and abnormal situations, or breakdowns have occurred;

reconstruction or modernization of equipment has been completed;

crane data sheet has been lost;

load cycle lim it has been exceeded;

the facility needs to be put into operation;

the equipment is required to be registered;

the equipment is operating on an open site

What is inspected?

 First of all, the general technical condition of the crane equipment and the operation of its main parts - travel mechanisms, supports, etc., are assessed. Safety devices and the condition of cables are checked, and the crane tracks are inspected. The simplest thing checked is the presence of warning signs.

In addition to inspections, two types of tests are performed.

Static tests will be run to determine the strength of the equipment. The equipment is overloaded by 25% and if the weight is not lowered within 10 minutes, the test is passed, meaning that the equipment is serviceable. Of course, subject to any cracks or deformations

In addition, the operation of the braking systems and all mechanisms are checked.

In the process, the load is lifted and lowered with a load of 10% more than the maximum capacity of the crane.

Step by step

Naturally, the inspection procedure is approved by Rostechnadzor and is performed according to the rules of PB 03-246-98.

The process consists of several stages:

1.             Preparation.
The owner or manager finds a company with a Rostechnadzor license, finds out the conditions of the expert examination and the requirements of experts

2.             Approval.
The paperwork phase begins, involving: contracts, applications, plans, regulations, rules, etc.
All this is needed to make a list of requirements for the equipment. Of course, the list varies depending on each piece of equipment

3.             Expert examination.
The owner provides a complete package of documents for the lifting equipment: certificates of conformity and the results of previous examinations and inspections. After that, the machine is evaluated. Then the experts prepare a report and determine whether the data obtained is in compliance with safety standards, technical characteristics, and so on

4.             Conclusion.
The report is sent to both the owner of the crane and the relevant regulatory authorities.

5.             And most importantly, the results of the examination.  They can be one of the following: Perfect condition.
Everything is obviously fully functional, and the equipment is suitable for operation without any restrictions

1.             Approval with restrictions.
This usually means minor defects that can easily be repaired in a short period of time

2.             Need for repair.
Operation requires troubleshooting - replacing important parts, repairing the tracks, etc. After the repair, a second inspection is carried out to ensure everything has been addressed

3.         Complete prohibition of operation

Operation with the equipment is categorically rejected, and the equipment is subject to write-off
